Businesses leverage existing organizations or standup project teams to solve new challenges rather than create new organizations that increase overhead and complexity.

Our government sometimes responds to crises by creating new offices and organizations to resolve them. In some cases an existing agency could lead the resolution of that crisis or a temporary task force could resolve it. New organizations create new complexities and costs that are long enduring, may outlive their usefulness and may be redundant of exiting agencies.
